The joint framework in focus

The Bank of England and the FCA released their approach to joint regulation of systemic stablecoin issuers on June 30, 2026. The consultation sets out how the Bank takes ownership of backing assets, capital requirements, safeguarding, failure arrangements, and a temporary £40 billion issuance guardrail. Comments close on September 30, 2026, and can be sent to [email protected].

Barkmeta stressed that the document is the systemic Code of Practice consultation. It operates separately from the FCA authorisation window that runs from September 30, 2026 to February 28, 2027 under Part 4A. Shibo echoed the point so the community does not conflate the two processes.

Backing requirements and transition path

Under the proposed systemic backing mix, issuers must hold a minimum 30 percent in unremunerated Bank deposits. Up to 70 percent can sit in short-term UK gilts with six months or less to maturity. The framework also covers capital and safeguarding rules that would apply once an issuer is designated systemic by HM Treasury.

Barkmeta noted that typical transitions run 12 to 36 months through the Banking Act section 191 power of direction. He added that FCA PS26/10 solo issuance rules are scheduled to take effect from October 25, 2027. Shibo reminded listeners that these dates sit on a separate track from the upcoming authorisation window.
