A separate section restricts digital asset service providers from listing for California residents any meme coin issued on or after January 1, 2027 that is offered by or in partnership with a federal, state, or local public official.

Scope and Limits
The text does not restrict private issuers. It does not apply to tokens such as Dogecoin that were not issued by public officials. The measure carries no urgency clause and requires only a majority vote, which it already received.
